Co-authored with Wendel Samuel and with the collaboration of Ian Boxill and Judy Whitehead, this 1994 report was commissioned by the Caricom Secretariat to give effect to the thrust towards the creation of the Caricom Single Market and Economy along the lines of ‘open regionalism’. After reviewing the 1960s-1970s thinking on Caribbean economic integration that underlay the original Treaty of Chaguaramas (1973); the report proposes new paradigm of production integration for Caricom that is private sector driven and government facilitated; and aimed at achieving structural diversification with competitive efficiency for the Community and its member states.
