Costs To The ACP Of Exporting To The EU Under The GSP, by Christopher Stevens (March 2007)

Prepared for the Commonwealth Secretariat by Dr. Chris Stevens of the Overseas Development Institute, this Report estimates in considerable detail the costs to the ACP, by country and by product, of exprting to the EU under the General System of Preferences (GSP). The EC claims that the GSP is the only alternative open to ACP countries that they fail to reach agreement on an EPA by December 31, 2007. The author concludes that GSP treatment would not satisfy the EC commitment under Article 37(6) of the Cotonou Partnership Agreement, to provide ACP countries that fail to reach agreement on an EPA with treatment that is the equivalent of the existing arrangements.

On the passing of Lloyd Best

Lloyd Best was one of the greatest, most original Caribbean thinkers of his time. He was at once economist, political scientist, sociologist, literary critic, and above all, philosopher. His ideas and insights, and the brilliance and eloquence of his expression, illuminated our understanding of the Caribbean condition. His work and example inspired countless numbers of Caribbean scholars, political leaders, journalists and others from all walks of life. He was my teacher, mentor, colleague and friend. The entire Caribbean region will mourn his passing.

May his soul rest in peace, and may his family find solace in the greatness of his contribution.
