My work with Unesco where I tried and failed to effect changes in the organization”™s policies and programmes, which I considered basically inimical to the interests of countries of the South and which gave me the opportunity to interact with the World Bank, UNDP, and other specialized IGOs, left me convinced, like you, of the great harm such organizations can (and do) cause to their development. Some of that harm appears to be quite unconscious, resulting as it is from the cultural mind-set of those who run such organizations (member-state representatives on the governing bodies and senior staff members – whether nationals of countries of the North or those from the South who have been appropriately moulded”¦
