Treatment Of Asymmetries in Regional Cooperation Schemes
Prepared for the ‘Rio Group’ of Latin American and Caribbean Countries during the period of Guyana’s chairmanship, the paper assesses existing asymmetries within the Latin and American region, focusing on those related to size and vulnerability, and discusses their implications. It reviews the treatment of asymmetries in global and regional trade arrangements; and suggests concrete measures by which the Rio Group might give effect to recognition of the special needs of small vulnerable economies in schemes of regional and continent-wide cooperation.
